The following Reopening Plan was approved by the USD #310 Board of Education on Monday, August 3rd, 2020.

This plan was developed by the USD #310 Fairfield Administration Team in coordination with recommendations from KSDE, CDD, KDHE, RCHD, AASA, KASB, NSBA, and the National Association of School Nurses. Also involved in building this plan were teachers, staff, BOE members, community members, students, and parents. The goal of this plan is to reopen classes at Fairfield in the safest manner possible, to keep all students and staff healthy. It is also to prepare for the prevention and spread of infectious diseases, especially the COVID-19 virus.
Definition of Tiers Tier 1 - No confirmed active cases in Reno County for at least two consecutive weeks
Tier 2 - Presence of confirmed active cases in Reno County and upon recommendation
of RCHD. Tier 2 will be in effect until there are two consecutive weeks without
confirmed active cases in Reno County.
Tier 3 - Presence of confirmed, active cases on our campus (staff or students).When
there is a confirmation of someone infected with COVID-19 in our building, we will contact RCHD for recommendations. RCHD will assess factors such as the likelihood of exposure to employees and students. It is possible that RCHD could close our buildings for a period of time to limit further exposure. During these times of closure, school will not be held on campus. RCHD will help determine the reopening date. Also in the event of a positive case among our staff and students, the district will notify parents without identifying any individuals in the communications. Identification may be made to RCHD to do contact tracing. Tier 3 will be in effect until there are two consecutive weeks without a confirmed, active case on our campus.
Tier 4 - School Closure on order of RCHD, KDHE, KASB, Fairfield USD #310 BOE, or
the governor in consultation with the Kansas State Board of Education.
TIER 1
TEACHING AND LEARNING
All classes will resume as scheduled for the fall.
Parents/Guardians may choose not to enter their child into school, and they will enroll in online/remote options.
There will be no All-School Assemblies.
All desks/tables face the same direction, with six feet distance whenever possible
All grades 3-12 teachers will use Google Classroom while grades PK-2 teachers will use Seesaw.
Arrival and dismissal procedures will be altered to avoid large groups.
Consider truancy reporting if families choose remote learning and do not fulfill the online requirements for learning.
Students who choose remote learning as their option of schooling would be required to stay with the remote learning format until the end of the next quarter. For example, a student who chooses remote learning in August will have to stay with that format until October 13, 2020, or the start of the second quarter. This rule does not apply to students who use remote learning while in quarantine or while sick.
FOOD SERVICE
Alternate lunch service times will be implemented.
Consider use of additional space for meals.
Social distancing (as much as possible) will be enforced.
TRANSPORTATION
All buses and vehicles will be cleaned and disinfected by the driver or aide after each run.
Social distancing (as much as possible) will be enforced.
Face coverings are strongly recommended but not required.
Assigned seating will be required on all buses.
Windows on buses will be opened whenever possible.
CLEANING/DISINFECTING
Cleaning and disinfection will take place continually throughout the day, using EPA-registered disinfectants.
Desks and all high touch surfaces will be cleaned several times per day. This includes all door handles, desks, light switches, faucets, and toilets.
Manipulatives are not to be shared (if possible); if they must be used by more than one person, they will be cleaned before and after use by the instructor or student.
Toys will be cleaned at the end of the day by the instructor.
PLAYGROUND EQUIPMENT will be cleaned according to sanitation guidelines.
Athletic facilities will be cleaned on a regular basis throughout the day.
Restrooms will be cleaned on a regular basis throughout the day.
HEALTH/HYGIENE
Students who are sick should stay home.
Students who ride the bus will have their temperature taken upon entry to the bus. Students who drive or are dropped off will have their temperatures taken upon arrival at school.
Students who are at school having an elevated temperature of 100.4 degrees or higher will go home immediately.
Any students sent home or experiencing a fever for any reason must be fever-free for 72 hours, without the use of fever-reducing materials, before returning to school.
Sick students must be isolated from other students while waiting to be picked up from school.
Handwashing is required at least four times a day.
Disinfectant wipes and hand sanitizers are available throughout the building and in all classrooms and offices.
Face covering is strongly recommended for students and staff.
Absenteeism will be monitored.
Students will be provided with clear water bottles to use while at school. These will be washed and sterilized daily.
Restroom breaks and hall passes will be scheduled and monitored.
Proper Handwashing techniques will be discussed with all children (washing with soap and water for at least 20 seconds) or use of hand sanitizer, often, particularly on arrival, before/after eating, using the restroom, before and after playing outside or in shared spaces, following contact with any body fluid, and before exiting the building.
Children will be taught and encouraged not to touch their hands to their eyes, nose, or mouths as much as possible.
All staff and students will have access to hand sanitizer.
The school nurse will serve as the liaison with the RCHD.
SPORTS AND CURRICULAR ACTIVITIES
Proceed as usual, with specific changes to sanitation and disinfection.
Students who choose to learn in online/remote options may still play sports and participate in co-curricular activities, according to KSHSAA guidelines.
KSHSAA rules and regulations governing activities will be followed.
Social distancing will be used at all school events, in as much as is possible and according to administrative guidelines.
AFTER-SCHOOL EVENTS
Proceed as usual, observing social distancing as much as possible.
TIER 2
TEACHING AND LEARNING
Learning continues to be at school, in person, for most students.
Parents/Guardians may choose not to enter their child into school, and they will enroll in online/remote options.
Students with compromised immune systems may request and be approved for continuous learning at home using online options or packets if internet service is an issue. Special considerations will be handled on an individual basis for both students and staff. Involved in these decisions will be the administrative team and other necessary parties.
High contact classes (PE, Music, Band, Art) may be rescheduled, group-size lessened, held outside whenever possible, or potentially cancelled.
Limited movement within individual parts of campus will be required.
Avoid large groups of any type.
No all-school assemblies.
Avoid non-essential outsiders (including parents) coming into buildings.
Recess is limited to one grade level at a time.
All grades 3-12 teachers will use Google Classroom while grades PK-2 teachers will use Seesaw.
Grade level pods will operate as “schools within a school,” including lunch time, shared recess time, and limited interaction between grade levels.
Consider truancy reporting if families choose remote learning and do not fulfill the online requirements for learning.
Meetings of school committees and groups over 10 will occur virtually.
Staggered passing periods (for FMS/FHS) will be done to limit contact.
When at all possible, teachers will circulate instead of students.
If one member of a family has a confirmed COVID-19 case, the entire family unit (students and adults) will be quarantined according to the RCHD guidelines before returning to school.
FOOD SERVICE
Grab and Go service; students will eat breakfast in classrooms

Parents who drop off students may not come inside.

TIER 3
TEACHING AND LEARNING
Parents/Guardians may choose not to enter their child into school, and they will enroll in online/remote options.
Guidelines for in-school versus distance learning will be determined according to RCHD measures. Distance learning will be coordinated using Google Classroom (3-12) and Seesaw (PK-2.)
Small groups of students may attend classes in person, if allowed by RCHD.
Staggered schedules will be examined and possibly implemented to limit the number of students within the physical building to reinforce distancing guidelines.
Grade level pods would operate as “schools within a school,” including lunch time, shared recess time, with limited interaction between grade levels.
When at all possible, teachers will circulate instead of students.
Separate teams of students at middle and high school levels, as much as possible.
Staggered passing periods at FMS and FHS.
Consider truancy requirements if families elect to not participate in school and do not engage in virtual learning.
All meetings will be held virtually, with the exception of BOE meetings, which will follow specific RCHD guidelines.
Eclectic designs in which students require intense in-person support (Special Education, CTE students, etc.) may be at the physical school site, depending upon agreement with RCEC, HCC, RCHD, and other participating agencies.
If one member of a family has a confirmed COVID-19 case, the entire family unit (students and adults) will be quarantined according to the RCHD guidelines before returning to school.
FOOD SERVICE
Meal delivery to the classroom for both breakfast and lunch.
Continued food service may require KSDE waiver.
TRANSPORTATION
Elements for Tier 2 will be followed, with additional requirements as specified by the RCHD.
Normal bus service may be suspended.
Alternate schedules may be made for smaller groups attending.
There will be assigned seating on all buses.
CLEANING/DISINFECTING
Deep cleaning at the end of each day will occur.
Other RCHD requirements will be met.

Distance Learning/Remote Learning plan in effect for all students.
